Working in Romania website terms
Working in Romania is an independent platform for promoting non-EU candidates for possible job opportunities in Romania. It provides public information and secure account routes for CV visibility, worker files, and non-EU agency workflows.
Employment, visa issuance, right of stay, Schengen entry, quota availability, selection, and authority approvals remain with the relevant Romanian partners, institutions, and competent authorities.
Non-EU worker access
Non-EU workers can create an account, prepare CV details, organize documents, and activate paid visibility for Romania. Private contact details and files stay protected until the applicable access and consent rules allow sharing.
By creating an account, accepting these terms, submitting profile or CV information, uploading account materials, or activating Romania visibility, the non-EU worker agrees that Working in Romania may process and use the worker profile, CV signals, readiness information, and uploaded account materials to operate the platform, promote the worker for possible Romania opportunities, support matching and review workflows, communicate with the worker, issue billing documents, prevent duplicate or fraudulent records, and present the worker to approved Romanian employers, recruitment partners, or non-EU agencies inside the secure platform. This consent does not make private documents public and does not remove any later document-access approval step where the platform asks for it.
Non-EU agency access
A non-EU agency can create an account, search anonymous worker profiles, and publish unlimited confirmed Romania vacancies free of charge. The optional Contact details for candidates who applied to my jobs plan reveals candidate-entered email and phone only for workers who applied to that agency’s own jobs. It does not cover other candidates, provide access to documents, or permit worker-profile management.
The Non-EU Agency Workspace includes contact access and 100 managed candidate dossiers. Additional capacity is purchased only in full 50-dossier management bundles. If an agency pays for fewer dossiers than it currently manages, the oldest covered dossiers remain active and the newest surplus dossiers are quarantined first until sufficient capacity is paid or the quarantine period expires.
Romanian agency accounts
A Romanian recruitment agency may create its own account, complete its legal and compliance profile, search WIR candidate records, request scoped contact or representation, manage beneficiaries, and coordinate recruitment and immigration projects. Registered Non-EU agencies may be linked directly to a Romanian project through their existing WIR profile; the platform does not create a duplicate agency or candidate record for that link.
Project access does not automatically reveal worker contact data or documents. Contact, representation, and document access remain separate permissions, and worker-owned documents remain read-only for an agency after the worker grants the required approval.
Representation and worker-owned documents
An agency can invite a worker who applied to a vacancy into its workspace only while the full workspace subscription is active. The full workspace also permits a contact/representation request to another worker found through anonymous search. Sending either request does not consume managed candidate dossier capacity. Contact remains hidden and a dossier is added to the agency workspace only after the worker explicitly accepts.
If a worker requests representation first, the selected agency may see and reject the pending request without an active workspace. Acceptance remains blocked until the Non-EU Agency Workspace is active. The activation action opens the normal checkout, where an eligible coupon may be entered; no representation, contact disclosure, or managed dossier capacity starts before successful activation and agency acceptance.
For a worker with a personal account, accepted representation does not unlock documents. The agency must send a separate document-access request and the worker must approve it separately. Approved access is read-only: the agency cannot upload, edit, replace, or delete those documents or change personal profile data. The worker remains responsible for keeping the profile and documents accurate and current, may be represented in more than one eligible non-EU agency workspace, and may withdraw from a workspace at any time. A worker record created and owned by an agency before the worker has a personal account follows separate agency-managed record rules and cannot be placed simultaneously in several non-EU agency workspaces.
Agency coupon rule
Each agency account may use one coupon once, on one paid option only. Once a coupon has been reserved or redeemed for the job-applicant contact plan, the Non-EU Agency Workspace, or another paid agency option, the same agency cannot use that or another coupon for a later purchase. Where the coupon grants a recurring subscription discount, that discount remains attached only to the original eligible subscription while it remains active; it does not become a reusable account-wide discount.
Affiliate and Regional Partner remuneration
Free worker or agency registration does not generate commission. An approved Affiliate Partner uses personal referral links and earns 20% of the eligible net one-time Romania visibility payment made by an attributed worker. For an attributed agency, the Affiliate Partner earns 20% of the first eligible net payment and 10% of later eligible net monthly payments made within the 12-month earning window. That agency window starts on the agency registration date and is not restarted or extended by a later first payment, renewal, plan change, suspension, or reactivation.
A Regional Partner uses only campaign coupons assigned by the platform. An eligible worker visibility payment attributed through such a coupon generates the percentage configured for that Regional Partner. Worker payments do not count toward the Regional Partner agency-client target. For the first 30 attributed active paid agencies, the Regional Partner earns 10% of eligible net paid revenue. Starting with the 31st active paid agency, the remuneration is 10 EUR for each attributed active paid agency and paid month, without a 12-month limit. When the same agency has more than one eligible paid agency service in a month, the flat remuneration is counted once for that agency and month. The full Non-EU Agency Workspace includes the contact-access functions of the lower plan.
Commission is calculated from the eligible net amount actually paid, after discounts and before VAT. Commission normally remains on hold for 30 days so the platform can review payment reversals, duplicates, disputes, attribution errors, refunds, or fraud. Cancelled, refunded, reversed, disputed, or ineligible payments may result in commission cancellation or correction.
Affiliate and Regional Partner payouts
An Affiliate Partner or Regional Partner may request payment only for commission that has completed the review period and is available in the partner dashboard. Payout requests are available only in whole 50 EUR batches. A balance below 50 EUR cannot be requested and remains in the account until enough eligible commission accumulates. Any amount above the requested 50 EUR multiple remains available for a later request.
A payout request is subject to platform review and is not considered paid until the platform records a paid status and external payment reference. The partner is responsible for providing correct payment and fiscal information when requested and for complying with applicable tax obligations.
Independent platform operator
Working in Romania is an independent platform operated by Hartmann L&CS. It provides secure CV and document workflows for non-EU workers, non-EU agencies, and approved Romanian participants. Documents remain private and are accessed or shared only through authorised platform permissions and, where required, with the account holder’s approval.
Official procedure boundary
The official employment and immigration process remains with the legally responsible Romanian partners, authorised agencies where applicable, consular offices, immigration authorities, and other competent institutions. Public Working in Romania information is informational and should be checked against current official rules before action.
Prices and tax
Prices shown on Working in Romania are net prices unless stated otherwise. VAT or applicable tax is added at checkout or invoice time according to the billing profile and legal rules.
Refund and inactive access
After the Romania visibility package is activated for a non-EU worker, the worker cannot request a refund for that activated service because the paid digital visibility service has already been consumed. Refunds may still be reviewed for duplicate payments, technical billing errors, or mandatory legal cases.
If a non-EU agency does not pay its monthly workspace on time, or pays for fewer managed candidate dossiers than it uses, the agency and the affected candidate dossiers are no longer publicly visible. The affected workers remain registered in the system and duplicate registration remains blocked. The agency receives payment warnings and can restore access by paying the monthly workspace and the required full 50-dossier management bundles.
If payment is not restored during the quarantine period, affected workers may be released from the unpaid agency workflow. Where a valid email exists, an independent worker account can be created and the worker can be invited to activate the one-time Romania visibility package directly.
